William McKinley, appears on this U.S. Army appointment, effected in 1899. One Albert Cummins, by this instrument, is promoted to Lieutenant Colonel, as directed by the President and his Secretary of War, “R.A. Alger.” The McKinley signature, signed “William McKinley,” is boldly penned in the lower right, and its quality is solidly “10”. The document measures 15×21 and retains its authorizing seal. It has been neatly folded, once vertically and once horizontally, neither of which impair any detail. The display measures 24×30.
